Non-profit business network Norwegian Offshore Wind has signed a Memorandum of Understanding (MOU) with three Taiwanese research and development institutes for commercial offshore wind farms in Northern Europe and Asia-Pacific, collaboration on planning, development and operation of offshore test sites and cross-border supply chain development for both.

Meeting at the 2026 ONS energy conference in Stavanger, the trio of Taiwanese companies are the Metal Industries Research and Development Centre (MIRDC), Industrial Technology Research Institute (ITRI), and Ship and Ocean Industries R&D Center (SOIC)

Taiwan is planning to launch its first floating offshore wind demonstration programme in 2026. Its R&D teams plan to test infrastructure off the coast of Karmøy at the METCentre, a floating offshore wind test bed.

Taiwan aims to install 55GW of offshore wind capacity by 2050, which would be surpassed only by China, Germany and the Netherlands.

Arvid Nesse, Norwegian Offshore Wind’s chief executive, said: “Having strong international partners to co-develop supply chains and test environment frameworks is immensely valuable for both Norwegian and Taiwanese industry players.”

Representatives of MIRDC, ITRI and SOIC issued a statement saying: “This MOU marks an important step in strengthening collaboration between Taiwan and Norway in offshore renewable energy.

“By combining Norway’s experience in offshore test sites with Taiwan’s R&D and industrial capabilities, we look forward to advancing technology validation and creating new opportunities for supply chain cooperation."
