Toto Wolff has delivered a remarkably blunt explanation for Mercedes’ recent slide, admitting that the Brackley outfit simply does not have the financial firepower to match McLaren and Ferrari in the 2026 development race.
The Mercedes team principal’s extraordinary admission comes after Lando Norris’ second consecutive victory at Zandvoort, where McLaren’s latest development gains again exposed how much ground the Silver Arrows have surrendered since their dominant opening phase of the season.
Mercedes won the first six Grands Prix from pole, establishing itself as the benchmark when the new regulations arrived. But while McLaren and Ferrari have continued to bring substantial upgrades to their cars, Mercedes has largely resisted making major changes since the Canadian Grand Prix in May.
The result has been a gradual erosion of its advantage, with Kimi Antonelli finishing second to Norris in the Netherlands while George Russell struggled to seventh.
Asked whether Mercedes was becoming increasingly uncomfortable watching its rivals accelerate their development programmes, Wolff offered a remarkably candid answer.
“We haven't got the money to put developments on the car,” the Austrian revealed. “I said before that we are trying to evenly split that through the season based on our calculations of when we can bring the biggest updates and optimising the championship points.
“But we just can't do what we can't do.
“That's why it is a development race. If you bring an upgrade, each of the top teams will have a couple of tenths in it, at least, and that's what you lose. So, yeah, the ride has been a bit tougher than at the beginning of the year.”
Mercedes playing a different financial game
Wolff’s comments shine an unusually stark light on the impact of Formula 1’s cost cap. Mercedes has the resources of a manufacturer giant behind it, yet its spending cannot simply be increased to counter every development deployed by its rivals.
Instead, the team has had to ration its resources across the campaign according to a pre-planned strategy.
That leaves Mercedes vulnerable when rivals find performance more quickly than expected. McLaren’s heavily upgraded MCL40 has now delivered consecutive victories for Norris, while Ferrari has also emerged as a multiple race winner after adding significant performance to its SF-26.
Wolff was also unwilling to concede that Mercedes had simply mismanaged its budget by spending too aggressively earlier in the campaign.
“Well, you will see towards the end of the season whether they [Mercedes’ rivals] are going to be able to deploy as much stuff onto the car as they do now,” he said.
“Someone might have a different strategy in spending more at the beginning and the middle of the year than towards the end.”
That creates an intriguing gamble. Mercedes may currently look under-equipped in the development battle, but Wolff is effectively suggesting that its rivals could eventually pay the price for their more aggressive approach.
Reliability has made Mercedes’ position worse
There is another reason Wolff believes Mercedes’ current championship position does not tell the whole story.
The team has repeatedly been hit by power-unit reliability problems this season, costing both Antonelli and Russell significant points and creating further grid penalties later in the campaign.
Wolff estimates that Mercedes has effectively left between 50 and 100 points on the table.
“Did we spend too much at the beginning and the initial development? I don't think so,” he added. “I just think we are an organisation with a certain size and infrastructure.
“In that respect we had a really quick car. We left between 50 and 100 points on the table due to reliability issues.
“That would have given us a little bit more of a gap than we have today. And other than that, we are just continuing to execute what the plan was and what the financial realities mean for us.”

With no major W17 upgrade expected until the championship moves overseas in October, Mercedes is now betting that patience and financial discipline will ultimately beat the more aggressive development strategies of McLaren and Ferrari.
For a team that began the season looking untouchable, it is a surprisingly vulnerable position to be in.
