MP raises concerns over Egyptian state collecting facial recognition data

MP Amira al-Adly, a member of the House of Representatives representing the Coordination of Youth Parties and Politicians, raised concerns about the implementation of facial recognition for mobile phone line registration.

During a Sunday phone interview with the “Kalema Akhera” (Last Word) program, the MP demanded clarification on the purpose of collecting biometric data, the mechanisms for protecting it, and the entities that will oversee it.

    Adly said that biometric data is important and sensitive, and considered its handling to be a matter of national security.

    She questioned the primary objective of implementing facial recognition, asking whether it is limited to addressing the issue of mobile phone lines being used by other than their owners, or is part of the state’s preparations for implementing a digital identity system.

    The MP pointed out that the Personal Data Protection Law stipulates the establishment of a specialized data protection center.

    Collecting sensitive data requires a clear institutional framework that defines the rules for handling and protecting it, she added.

     

    Protecting citizen rights

    Adly called for tailoring the solution to the nature of the problem being addressed, explaining that the mobile phone line crisis, in her view, is linked to instances of employees exploiting citizen data and identity cards to achieve their assigned objectives.

    Addressing these cases must therefore target the root causes of the problem, rather than expanding the collection of sensitive biometric data without a clear institutional framework that defines how it is collected, used, stored, and protected.

    Adly demanded that sensitive biometric data must be under the supervision of a sovereign entity capable of protecting it through clear and specific mechanisms, within a legal and institutional framework governing its handling.

    Protecting citizen data must be a priority when implementing any new digital system, the MP stressed, noting that digital identity is a broad issue requiring comprehensive institutional and legislative preparation, and not merely a measure to address a specific problem in the telecommunications market.

    She also stressed that any new system for collecting citizen data must guarantee the highest levels of protection and transparency, while clearly defining the entities authorized to access the data and the mechanisms for its use – thereby safeguarding citizen rights and enhancing trust in the digital transformation system.
