Syrian and international welcome for Security Council’s lifting of sanctions on al-Sharaa

The United Nations Security Council, in a meeting titled “Threats to international peace and security caused by terrorist acts,” adopted Resolution 2799, removing the names of Syria’s transitional president, Ahmad al-Sharaa, and Interior Minister, Anas Khattab, from the international sanctions list.

The decision, issued on Thursday, 6 November, won the support of 14 out of 15 members with no objections, while China abstained, allowing for its formal adoption.

The U.S. envoy to the Security Council said during the session that adopting the resolution “sends a strong political signal recognizing that Syria has entered a new phase since the ouster of Bashar al-Assad and his backers, and that there is a new Syrian government led by President Ahmad al-Sharaa working diligently to fulfill its commitments to combat terrorism, narcotics, and any chemical weapons, in addition to strengthening regional security and stability.”

The envoy added that the step represents a real opportunity for the Syrian people and aligns with what U.S. President Donald Trump said previously, that “Syria has a chance,” considering that removing the president and the minister from the sanctions list will help give Syrians that chance.

The United Kingdom’s envoy to the Council described the vote in favor as “a watershed moment since the fall of the Assad regime,” affirming that his country “welcomes the progress made by the Syrian government, including political developments and its positive steps in counterterrorism.” He added that London hopes the decision will encourage “support for Syria and its people’s efforts toward reconstruction and economic development.”

France’s envoy said lifting sanctions “aims to support the Syrian economy,” and that adopting the resolution is an important step toward rebuilding a sovereign, unified Syria, calling on the international community to shoulder its responsibility to support economic recovery and lift the remaining sanctions in full.

Russia’s envoy said his country voted in favor because the decision reflects the interests and aspirations of the Syrian people, expressing hope it will accelerate economic recovery and development, and stressing the need to increase international humanitarian and economic support without preconditions.

    Syria welcomes the move

Syria’s Permanent Representative to the United Nations, Ibrahim Alobi, said the resolution represents “a rare moment of unity in the Security Council to support Syria and stand by its people,” thanking the U.S. representative for efforts made to pass the decision. He said the resolution embodies confidence in Syria and is the fruit of the international community’s positive engagement over recent months.

Alobi stressed that the resolution renews the Council’s commitment to Syria’s sovereignty, independence, and territorial integrity, reflecting Syrians’ will to restore their country’s standing among nations and move confidently toward building a new Syria inclusive of all its people. He also emphasized that Damascus “extends its hand to all countries, seeking partnerships, success, and investment.”

Syria’s Ministry of Foreign Affairs and Expatriates likewise welcomed the Security Council decision, describing it as “the Council’s first resolution after the fall of the former regime,” and saying it “reflects a unified international position in support of Syria’s stability, territorial integrity, and sovereignty.”

In a statement on X, the ministry said “the resolution values the Syrian government’s positive role and its efforts to enhance regional security and stability and to create the climate for reconstruction and sustainable development in service of the Syrian people,” adding that delisting President al-Sharaa and Interior Minister Anas Khattab from sanctions “reflects growing confidence in President al-Sharaa’s leadership.”

The ministry considered the delisting “a legal and political confirmation of the state’s consistent approach to safeguarding the rights of Syrians, establishing security and peace, and combating the drug trade and terrorism,” noting that Security Council consensus after years of division “represents a victory for Syrian diplomacy, which has succeeded in restoring international recognition of Syria’s place and pivotal role in the region.”

United States as the sponsor of the resolution

The United States submitted a draft resolution to the Security Council to remove the name of Syria’s transitional president, Ahmad al-Sharaa, from the sanctions list ahead of his meeting with U.S. President Donald Trump at the White House next Monday.

On 5 November, the agency reported that the U.S. draft would also lift sanctions on Syrian Interior Minister Anas Khattab, and that any resolution requires nine votes in favor and no veto from Russia, China, the United States, France, or the United Kingdom.

Reuters noted that the Council’s Sanctions Committee granted al-Sharaa several travel exemptions this year, meaning he can likely visit the United States even if the resolution is not adopted before his scheduled meeting with Trump.

According to the agency, these moves follow months of U.S. pressure within the Council to ease sanctions on Syria.

Diplomatic sources told the Qatari outlet Al Jazeera Net on 5 November that the U.S. draft “welcomes Syria’s commitment to combating terrorism, including foreign fighters,” and affirms “Syria’s commitment to ensuring the protection, safety, and security of all Syrians.”

The text also underscores the Security Council’s adherence to “respecting Syria’s sovereignty and territorial integrity and promoting stability and development there.”

The sources added that Washington informed some member states of its wish to hold a vote before President Ahmad al-Sharaa’s expected visit to Washington and his meeting with U.S. President Donald Trump at the White House next Monday.

White House Press Secretary Karoline Leavitt said in her 4 November briefing that the Syrian president is scheduled to visit Washington on 10 November to meet the U.S. president at the White House.
