Tariffs are taxes. The Constitution gives only Congress the power to raise taxes. There is no “national emergency” giving Trump the power to raise taxes on his own. A 25% tax on Canadian imports will do nothing to solve fentanyl abuse, but will raise prices, especially on the very lumber fire-ravaged homeowners need to rebuild. It will spark retaliation that will hurt California farmers for whom Canada is (or was) a major market.
