ROCHESTER, N.Y. — A man has been charged with the murder of Munga Elocho, after the 22-year-old from Republic of Congo was found dead last month in a wooded area off the Genesee River Trail.
Milton Simmons, 46, was arrested Tuesday and charged with second-degree murder, tampering with physical evidence, concealment of a human corpse and two counts of criminal possession of a weapon Rochester Police say an investigation discovered that Elocho and Simmons were in a verbal altercation late Aug. 16 at 610 North Plymouth Ave. in Rochester, and Simmons shot Elocho multiple times. Police said Simmons used a garbage tote to move the body to the spot on the trail where it was found — and tried to light the garbage tote and other evidence on fire.
RPD says Simmons did not live at the address where the shooting happened, but was using it to sell cocaine.
Tuesday morning, the RPD Tactical Unit and SWAT team took Simoons into custody during a traffic stop. He had a loaded .40-caliber handgun equipped with an illegal switch and a high capacity (30-round) magazine, despite being on probation and not allowed to have a handgun in New York State due to three felony convictions and four misdemeanors. He also had cocaine packaged for street sale. Police say he may face further charges connected to the gun, magazine and cocaine. Simmons will be arraigned at 9:30 a.m. Wednesday in Rochester City Court.
