ROCHESTER — Allegations of animal neglect continue to circulate in Rochester, drawing attention to a home on Third Street. Video footage obtained by News10NBC shows multiple dogs and crates inside the home. Lollypop Farm confirmed one dog had cuts on its face and head from a damaged kennel.

Protestors wanted the dog seized and taken to a veterinarian, but Lollypop Farm explained that state law only allowed them to replace the damaged kennel. They said the owner has since taken the dog to a veterinarian and the home’s conditions meet state requirements.

Lollypop officials acknowledged that their actions might not always align with public expectations and emphasized that animals deserve better.

Assemblymember Jen Lunsford has proposed two animal cruelty bills. One creates first and second-degree crimes for animal abuse and neglect. The other would impose harsher punishments for repeat offenders.

Lunsford said, “Current law is somewhat limited in that you have to cause actual harm. You have to effectively be assaulting an animal. This would allow a broader category of things that could cause harm.”

Both bills are currently in the committee stage, with a long process ahead before they can become law.
