Four suspects were arrested recently for allegedly engaging in sales of fentanyl and methamphetamine, the Ukiah Police Department reported.

According to the UPD, its officers on Nov. 18 began an investigation into drug sales after obtaining “credible information that narcotics sales were occurring at three separate locations in Ukiah, and obtained search warrants for the locations.”

While serving the first warrant, officers reported contacting Rolando R. Ruiz, 37, of Ukiah, who reportedly “had multiple prior convictions for drug possession,” and was found with a large portion of fentanyl “hidden on his person, along with plastic baggies consistent with packaging fentanyl for sales and a significant amount of cash in small denominations.”

The UPD reports arresting Ruiz on suspicion of possession of a controlled substance for sales, possession with priors, and possession of drug paraphernalia, and booking him into Mendocino County jail, while “several other subjects were cited and released for drug possession at the location.”

Next, officers reported serving a warrant at a residence in downtown Ukiah, where they report forcing their way inside after announcing their presence repeatedly and suspecting that evidence inside was “actively being destroyed.”

Once inside the residence, officers report encountering Michael T. Lamun, 39, of Ukiah, whom they describe as having been “actively flushing fentanyl down the toilet” as UPD detectives knocked on the door. Also in the home, the UPD reports that a substantial amount of fentanyl, methamphetamine, Xanax pills, a large amount of cash, and numerous other evidentiary items of drug sales” were found.

Later that night, the UPD reports surveilling a hotel room in which two people were suspected to be selling drugs from, and stopping both a man and woman after they left the room: A man, identified as Joseph T. Jensen, 38, of Upper Lake, and a woman, identified Alannah M. Biancardi, 33, of Ukiah.

“Biancardi was detained and a search of the hotel room yielded fentanyl, substantial evidence of drug sales, and two firearms,” the UPD reports, adding that a search of Jensen’s vehicle revealed “additional fentanyl that was packaged in a manner consistent for the purpose of sales,” and that both Biancardi and Jensen were arrested.

Biancardi was booked into county jail on suspicion of conspiracy and drug sales, Jensen was booked on suspicion of conspiracy, drug sales and transporting a controlled substance.

The fourth suspect, Lamun, was booked into county jail on suspicion of possession of a controlled substance and drug sales, and the UPD notes that “several other subjects were charged with misdemeanor crimes during these investigations.”
