Working for the Los Angeles County Metropolitan Transportation Authority (LA Metro), the JV will do pre-construction and early-works before building the line with 11 stations and a 26-acre maintenance facility.
The new stations will connect to existing services to create a larger rail system serving Panorama City, Arleta and Pacoima.
This progressive design-build contract involved teams early in the development process to better manage risk, cost and schedule. It let LA Metro validate designs, address third-party constraints and refine construction approaches before full build-out.
James Bailey, executive vice president of Skanska USA civils on the west coast, said: “The progressive design-build delivery method enabled us to collaborate closely with LA Metro from day one, bringing designers, builders, stakeholders, and community members together to make informed decisions and help shape a light rail system that will serve the East San Fernando Valley for generations to come."
Eric Meisgeir, Stacy Witbeck project manager, said: “Delivering the East San Fernando Valley Light Rail requires getting every detail right, from utility coordination through revenue service, across some of the most active urban corridors in Los Angeles.”
Construction on the project began in July 2026 and is due to be completed in December 2031.
