CAS Confirms Two-Year Ban of Former President of Mexican Swimming Federation Kiril Todorov

Kiril Todorov, former President of the Mexican Swimming Federation, will serve the rest of his two-year ban sanctioned by the Aquatics Integrity Unit (AQIU) of World Aquatics, remaining ineligible until October 28th, 2026.

    The ruling was confirmed by the Court of Arbitration for Sport (CAS) in early July following an appeal by Todorov to overturn the AQIU’s suspension.

    Under the ban, Todorov is prohibited from holding any position within World Aquatics, a World Aquatics continental organization, or a World Aquatics member federation. He is also prohibited from participating in or attending any aquatic activities or events organized by World Aquatics or any continental organization, member federation or other recognized body.

    Todorov was given a provisional suspension in April 2023 when he was charged with possible violations of the World Aquatics (then FINA) Constitution and Code of Ethics, including embezzlement and failure to comply with FINA’s standards.

    After he violated the suspension by continuing to act as President of the Mexican Swimming Federation, the AQIU imposed a two-year ban on Todorov in October 2024.

    Todorov filed an appeal with the CAS, but the Court upheld the AQIU’s decision to suspend him.

    Todorov’s initial ban came around the same time that the Mexican Swimming Federation was expelled from World Aquatics membership in November 2024, following years of scandal under Todorov’s leadership from 2009 to 2024.

    In 2015, the Federation falsified entry times for Mexican athletes at the World Championships. Three years later, the organization came under fire after poor air quality sickened over 400 athletes at the country’s 2018 Short Course National Championships.

    The Federation received a suspension from FINA in 2016 after it failed to comply with contractual obligations associated with canceling the 2017 World Championships which were meant to be held in Guadalajara.

    After the Mexican Swimming Federation was expelled from membership, the World Aquatics Bureau created a recognition committee to aid in the establishment of a new federation in the country. Aquatics México was founded in early 2025 and is now recognized by World Aquatics and PanAm Aquatics as the national governing body for aquatic sports in Mexico.
