Currently, the Test format tournament is played involving the top 9 teams in the ICC Test rankings. The race for the mace could be expanded in the future if the Council allows Afghanistan, Ireland and Zimbabwe to become a part of it.
According to the BBC report, an ICC working group, headed by New Zealand board member Roger Twose, is still working on the plan to shape the tournament around 12 teams, involving Afghanistan, Ireland and Zimbabwe. As the plan is still in progress, no concrete proposals have been presented on the table for approval during the previous ICC meeting.

“All of the above could lead to an increase in the one fixture the ICC wants to see more of: India versus Pakistan. The two sides do not play each other outside major tournaments, but it is seen as the most marketable fixture for television,” the report reads.
