Greece rent increase: Former tenants say Valley Brook Townhomes renovation costs pushed families out

GREECE, N.Y. — Some former residents of the Valley Brook Townhomes in Greece say their rent jumped by $1,000, forcing them to move out.

News10NBC’s Tom Kowalski spoke with Jasmine Rivera, who said her family lived at Valley Brook for 13 years before a rent increase priced them out of their home.

    Priced out

“We were told that there were supposed to be renovations happening…then they proceeded months later to send out letters and told us that we had to either leave or renew the lease…and we had to reapply then as new tenants, and they also wanted $2,300 a month for the townhouses that we were once paying $1,350,” Rivera said.

Rivera said she lost the official notice about the rent increase during the move, but several Google reviews from other people claiming to be tenants described similar rent hikes that pushed them out. She estimated that 25 families or more were affected.

Rivera’s mother, who asked to remain anonymous, also lived at Valley Brook with her daughter and her daughter’s fiancé. “I can’t afford that. Not on what I make,” she told News10NBC.

“As you can probably see, it’s empty. Not a lot of people in this demographic area can afford $2,300 a month,” she continued.

    Management responds

A spokesperson for the Cabot Group, which manages but doesn’t own the property, said in a statement that the renovations—including new windows, siding, fencing, kitchens and bathrooms—represent a “long-term commitment of capital to the community.” The spokesperson also said Valley Brook is not affordable housing but market rate.

According to the U.S. Department of Housing & Urban Development, the fair market price for a two-bedroom rental in the Rochester area is $1,416 as of the 2027 fiscal year. That’s almost $400 less than Valley Brook’s cheapest offering at $1,795.

“If they had gave us all a little bit of an increase, I feel as though and we [would] still living in these apartments with just the minor repairs that needed to be done on some of our townhomes, we would have stayed,” Rivera said.

Last year, the City of Rochester adopted the “good cause eviction law,” which caps rent increases at 10 percent of the current rent. The Town of Greece does not have such a law.

    Full statement from Cabot Group:

Valley Brook Townhomes is in the middle of one of the most substantial capital investments in the community’s history — a top-to-bottom restoration funded by the property’s ownership and aimed at making Valley Brook a better place to live for every family there.

The scope is extensive. New siding and new windows across the community. New patios and new fencing. New kitchens and new bathrooms inside the apartments. This is not cosmetic work or a surface refresh; it is a rebuild of the homes and of the exterior of the property, and it represents a serious, long-term commitment of capital to a community that deserved it.

We are proud of the work and of what the finished community will offer residents: modern, well-built, comfortable homes with real curb appeal.

Two points of clarification. First, The Cabot Group does not own Valley Brook Townhomes and did not purchase the property. Cabot is a third-party property management firm, retained by ownership to operate the community at ownership’s direction. Second, Valley Brook is market-rate housing — it is not affordable, subsidized or income-restricted housing.

A renovation of this depth cannot always be performed with a resident living in the home. Where a unit must come out of service, we have worked to accommodate existing residents as best we can, including offering transfers into newly renovated apartments at the property so residents can stay at Valley Brook and move directly into a finished home. We also work to keep residents informed of the construction schedule and to limit disruption while the work is underway.

We take every resident concern about the condition of a home seriously, and we encourage any current resident with an open issue to contact the on-site management office so we can address it directly.

Out of respect for our residents’ privacy, we do not discuss the circumstances of any individual current or former resident
