New RecoverCA program offers aid to residents affected by January 2024 flooding

Extreme weather events are here to stay, and the world is perched on the precipice of a “super” El Niño that has been raising some concerns in climate circles.

That’s alarming for many communities that remain vulnerable to extreme weather events due to issues such as underfunded infrastructure and missed chances to offer financial support.

    A new state program aims to close gaps in aid and prepare communities for future climate events — and California has representatives in San Diego this week to speak to homeowners affected by extreme flooding in the Mountain View and Southcrest communities and other neighborhoods on Jan. 22, 2024.

    The RecoverCA program will have representatives from 10 a.m. through 5 p.m. on Thursday, July 9, at the Mountain View/Beckwourth Library Branch for homeowners to discuss its goals and how to apply for financial assistance or reimbursements.

    After that, representatives from the California Department of Housing and Community Development will also be hosting ongoing in-person application assistance twice a week at the Malcolm X Branch Library through the end of July.

    “We just wanted to let folks know that this is a first-come, first-serve program, so please don’t wait,” said Mazair Movassaghi, who is Assistant Deputy Director for Disaster Recovery at the California Department of Housing and Community Development.

    Movassaghi stressed that their end goal is not just to fix damage that is already done, but to make communities more resilient to future issues as weather events become more extreme.

    “That’s why we really encourage folks to apply, as long as the damage is more than $8,000,” he said.

    The program is intended for homeowners, including mobile homes, whose primary residence was affected by the flooding.

    “You needed to have owned your home at the time of the disaster, and when you come and apply to us you need to show  documentation,” Movassaghi added.

    The program aims to repair damages from the 2024 flooding, and also to make homes more structurally sound and able to withstand extreme weather events in the future, said Movassaghi.

    “This is a program that always builds back better,” he said. “We don’t just  build back to what was there before the disasters.”
