RG&E and NYSEG customers saw an increase in delivery rates as of June 1st but both utilities continue to negotiate with state regulators over new, more long-term rate plans so, what more could be coming?
This week, News10NBC Investigative Reporter Jennifer Lewke sat down with the President and CEO of RG&E. She spoke with her about the utility’s recent overpayment of $30 million in taxes but also asked some questions about the on-going rate case, the utility’s profits and the recent weather normalization bill correction.
Jennifer Lewke (News10NBC): “The PSC just agreed to the temporary rate changes that just went into effect. Are you still moving forward with your original ask or are you willing to alter it someway knowing that there are so many of your customers who simply can’t afford the new increase let alone what might be coming down the pike?”
Trish Nilsen: “We always consider affordability with any of the rate requests that we make and you’ll recall when the commission put temporary rates into effect, they gave us a number of directives, one was to continue to consider affordability but also not to kick the can down the road on the important infrastructure improvements that we have to make…We’ll be looking for hopefully, a multi-year rate plan that can spread those costs out and every single dollar that we’re considering is a very careful consideration.”
Jennifer Lewke: “How do you balance, the wants of shareholders with the needs of ratepayers? You’re asking for a lot from ratepayers and people will look at your profits and say, “go over there… get it from them.””Trish Nilsen: “Our profits are capped and we’re not earning even up to our allowable amounts so, we’re conscious of the fact that our primary concern is the ratepayer and also the financial health of our company. If our company can make a profit, it can get investment, our infrastructure improvements are reliant on both ratepayers but also private investment.”
Jennifer Lewke: “The weather normalization charge, that’s been a big talker lately, you just did a bill correction on that…I think there’s a lot of people saying, one—how did this happen and two, what are you doing to make sure it doesn’t happen again.”
Trish Nilsen: “Our system has a lot of manual interactions and there are a tremendous amount of state regulations that impact the customer’s bill, those impacts are in some cases manual processes. The improvements we are asking for, the funding for the improvements we are asking for includes a considerable investment in a new customer billing system that will allow us to automate these improvements, so we are taking the steps to be transparent with you, when we have an issue, we’re coming out and saying it.”
