ROCHESTER, N.Y. — The Rochester City School District is working to replace its troubled payroll system after months of problems that affected employees. The system was used for less than one year.

There’s a decrease in employees having problems with their paychecks and tax forms.
Superintendent Eric Jay Rosser asked Chief Financial Officer Robert McDowell to update the board on the payroll situation. McDowell reported that support tickets have dropped sharply from nearly 1,800 in October to 214 now.
Most W-2 issues have been resolved, McDowell said. Only five cases remain with complications, which is typical for a normal year.
The district is still working through some problems with retirement pension plans.
The current plan for a new payroll platform
The district released a Request for Proposals for a new payroll platform on March 10. The deadline for submissions was pushed back from next week to April 17 because of the holiday week.
After receiving proposals, the district will investigate companies, conduct site visits, perform background checks and review their capabilities. McDowell said he expects to make a recommendation by the end of May, which would allow the board to vote at its June meeting.
“I thank you for having the frame of mind that we need to get this right. We definitely need to get this right. Because what our employees had to deal with particularly at the end of the year, though things have greatly and drastically changed where things are more stable and consistent, we do not want to create another event as we saw in the beginning of July 2025,” Rosser said.
