The two places you can find Wastepaper are in Sparkling Skylands, which is one of the last new areas you'll come across in the game, and on Drifloon's Dream Island by showing them a Dragonite Doll.
Once you've got your Wastepaper, you'll need to find a Pokémon with the Recycle specialty.
The first of these that you'll likely meet is Trubbish, who you'll come across during the Bleak Beach storyline.
