Rochester neighbors rally to preserve green space amid potential city development plans

ROCHESTER, N.Y. — A group of neighbors is urging the city to preserve a green space at 125 Charlotte St. in downtown Rochester. The area, located at the corner of Union Street and Charlotte Street, is under consideration for potential development, which has sparked concern among some residents.

Members of the community organization Keep East Avenue Green emphasized the importance of open spaces in urban areas, especially where many residents live in apartments. Angelina Sergeant, a nearby resident, expressed her concerns about the potential loss of the green space.

“It is important to me for my family, mostly. I have four children, three of which have disabilities,” said Sergeant.

Sergeant says the possible development would be a heartbreaker for her kids. “My son has actually like, threatened to lay down in front of bulldozers,” she said.

Jill Orbach of Keep East End Green highlighted the city’s Rochester 2034 plan, which prioritizes green spaces as a top citizen concern. “Rochester put together a plan, a 2034 plan that ranked green space number one out of 25 citizen concerns,” said Orbach. She emphasized that parks and green spaces are considered necessities, not amenities.

Orbach also mentioned the plan’s strategy for developing small parks and exploring public neighborhood use of city-owned vacant land. “The East End Green is exactly this,” she said.

Dawn Noto from Community Design Rochester spoke about the benefits of community spaces. “I live in the Susan B. Anthony neighborhood, and I live in an urban square. And I know the benefits of health and the benefits to a community of knowing your neighbors,” said Noto.

Residents have shared their visions for the space. “What my vision for this green space is chess tables. Chess tables to bring people from all over the area of Rochester,” said neighbor Jeffrey Smith. “If we put concrete chess tables here, it could become a chess mecca.”

Sergeant added, “My kids are always up for any sort of, like, swing set or something like that.”

Orbach expressed a desire for the space to serve as a blueprint for other cities. “I want this to be a model, how to develop an urban city,” she said.

The future of the green space remains uncertain as the construction process is expected to be reviewed by the city council soon. The timeline for a decision is not yet clear.
