The Greeley City Council will address several issues related to its efforts to improve housing in Greeley by approving grants to the Homeless Solutions Department and funding the United Way of Weld County’s homeless shelter.
What we are watching
Homeless Solutions Director Mandy Shreve will provide the city council with an update on the department’s implementation of the Housing for All strategic plan. This update will provide figures on the housing department’s budget and how each of its varying programs is performing so far in 2026. The city council will consider a resolution urging residents to vote no on 1A. The city is holding a special election for ballot measure 1A on Feb. 24, giving voters the opportunity to decide whether to repeal the zoning for the Catalyst and Cascadia properties. State law allows the council to pass a resolution taking a position on a ballot item, and it will likely do so to urge residents to vote against ballot item 1A.Additional items
The council will vote on a resolution approving an additional $1.2 million to Mark Thomas & Company Inc. for additional services for the Downtown Civic Campus project. The council will vote to enter into a contract with RS&H, Inc. for design services for the MERGE project to build interchanges on U.S. 34 at 35th and 47th avenues. This contract will provide additional design services, as needed, to advance the project’s environmental clearance process, with a total cost of $1.1 million. The council will vote to enter into a contract with AECOM Technical Services, Inc for design services for the Milton Seaman Reservoir Gate Repair Project. This reservoir is the city’s primary water storage area in Poudre Canyon, and the gates are currently malfunctioning. The city is paying $979,070 and expects the project to be completed in July. The council will vote to enter into a contract with Providence Infrastructure Consultants for design services for the 60-inch Bellvue-Gold Hill Pipeline. This water transmission pipeline had to be redesigned because its original route ran through the Catalyst project area; if approved, the city would pay an additional $211,592 to Providence Infrastructure Consultants. The council will vote on a resolution authorizing payment of no more than $1,291,763 for the construction of the improvements at O Street and 59th Avenue.
