Today marks one year since the start of a new chapter for Syria – a moment that changed the course of your nation’s history and opened the door to hope, dignity, and freedom. This is a day for celebration, remembrance and renewal.
Since Syria’s liberation, the UK-Syria relationship has also entered a new era. We have restored diplomatic ties and held a series of historic visits. On 5 July, former UK Foreign Secretary David Lammy became the first UK Minister to set foot in Syria for more than 14 years. Whilst there he announced the renewing of UK-Syria relations. In August, the UK Minister for the Middle East and North Africa, Minister Falconer, visited Damascus to further advance bilateral relations. Then, on 13 November, we welcomed Syrian Foreign Minister Asaad al-Shibani to London – a powerful moment as the Syrian flag once again flew above its embassy.
Returning to Damascus – just a few days after Assad’s fall – was deeply moving. I walked through the old town, rich in history, and reunited with friends who had lived through years of hardship. I saw the marks of conflict etched into buildings and lives, but I also saw resilience and hope: individuals and communities determined to rebuild, children laughing in school courtyards, and people freely debating politics. These moments reminded me why our friendship and partnership matter.
For over a decade, the UK stood firmly against the Assad regime. We refused to engage with a government that so brutally detained, tortured, and killed its own people. Our position was unwavering. During those dark years, we worked tirelessly to alleviate suffering where we could and providing over £4.6 billion in aid to Syria and the region since 2011 – the UK’s largest ever humanitarian response. Together, with our partners, we delivered food, medical care, emergency response, education, and shelter to millions of Syrians in need.
Today, the UK continues to support Syria, its recovery and reconstruction. Alongside lifting UK sanctions, we are providing £254.5million of support this year, focused on restoring Syria’s education and agricultural sectors and meeting urgent humanitarian needs across the country. This funding is also helping to support Syrian refugees who remain displaced across the region, and the communities which are hosting them. We are also supporting the resumption of trade between our two countries, including via our active business community; UK-Syria trade is up by 200% since this time last year.
But there remain many challenges and much to do. I remain deeply concerned about Israeli incursions and the risk these pose to Syria’s stability. There is also a long road ahead and lots of work to be done by the National Commissions on Transitional Justice and Missing Persons and also the new People’s Assembly. The scale of economic need and reconstruction is daunting.
On this day of celebration – let us look forward with hope. The road ahead will not be easy, but together we can work towards a future of stability, justice, security, and prosperity. The United Kingdom will stand with you as a friend and partner on the path to peace, stability and prosperity for all Syrians.
