UNHCR begins registering voluntary returnees from Turkey for a cash grant

Shafak Organization, an independent, non-profit civil society group founded in Turkey, began on Wednesday, November 5, accepting appointment requests to register for the one-time cash grant provided by the UN High Commissioner for Refugees (UNHCR).

The grant is designated for Syrian families who have voluntarily returned from Turkey to Syria after November 29, 2024.

According to the announcement, the grant is USD 600 disbursed once per family to support their initial phase of resettlement inside Syrian territory.

Shafak stressed that the link in its announcement is only for booking an appointment and organizing attendance at designated centers, noting that actual registration takes place inside the centers according to the appointment obtained by the applicant.

The organization added that its role is limited to facilitating registration, while final approval and eligibility criteria are determined by UNHCR.

It also clarified that, for now, the grant is only for returnees from Turkey and does not include those coming from Lebanon, Jordan, or any other country.

    Eligibility criteria

UNHCR states that beneficiaries must be Syrian refugee families with specific vulnerabilities who were previously eligible for monthly cash assistance in the country of asylum and who have permanently returned to Syria, not for a short visit.

For returnees from Turkey, eligibility includes families that benefited from the Social Safety Net (SSN), the Emergency Social Safety Net (ESSN), or the Complementary Social Safety Net (C-SSN), as well as families that include persons with disabilities, provided they received a cash return grant in Turkey.

    Registration locations and required documents

Registration currently includes two centers in Idlib Province: Idlib City and Ariha (Idlib Province, northwestern Syria). The registration location in Azaz (northern Aleppo countryside, northwestern Syria) will be announced later. Centers receive applicants from 8:00 a.m. to 4:00 p.m.

Registration requires Syrian identity documents for everyone over 18, along with proof of prior residence in Turkey (such as a kimlik or a border-crossing return card), a family booklet or family status extract if available, and an active Syrian phone number.

If a Syrian ID is unavailable, one of the other listed documents will suffice, according to the organization.

What is the cash assistance for Syrian returnees?

UNHCR in Syria has launched a return and reintegration cash assistance program targeting Syrian refugees returning from Lebanon, Jordan, Iraq, and Egypt, according to eligibility standards that take into account their prior receipt of cash assistance in countries of asylum.

UNHCR explained that this assistance is provided once upon return to Syria to help families at the outset of their resettlement.

Syrian refugee families with vulnerabilities who were eligible for monthly cash assistance in the country of asylum may receive this support, provided they have permanently returned to Syria and not for a visit.

1.2 million refugees have returned to Syria

The head of UNHCR in Syria, Gonzalo Vargas Llosa, revealed that approximately 1.2 million Syrian refugees have returned to their country since Syria’s liberation from the former regime.

Vargas Llosa said on Wednesday, November 5, on his X account, that UNHCR has interviewed tens of thousands of returnees to assess the challenges they face, noting they “no longer fear human rights violations associated with the previous regime.”

He explained that living challenges remain significant: about 70 percent of returnees face food shortages, while 52 percent lack sources of income or job opportunities.

He added that more than half of returnees have gone back to damaged homes, and 25 percent lack civil documentation. Meanwhile, widespread unexploded ordnance continues to threaten Syrians, with 563 deaths and 935 injuries recorded since the start of the year, including cases among children.
