Steuben County man convicted for stealing trade secrets to start business in China

ROCHESTER, N.Y. (WHEC) — A 63-year-old fiber laser expert in Steuben County has been convicted by a federal jury for stealing trade secrets with intentions to start a business in China.

Ji Wang was convicted of economic espionage, theft of trade secrets, attempted economic espionage, and attempted theft of trade secrets.

    Federal prosecutors say between 2002-2007 while working for Corning Incorporated, Wang was assigned to a five-year, $11.4 million project funded by the Defense Advanced Research Projects Agency (“DARPA”) and Corning.

    The goal of the project was to develop optical fibers for high-powered lasers with military and commercial applications.

    In July 2016, federal prosecutors say Wang stole hundreds of files from the project that had manufacturing technology data.

    According to federal prosecutors, Wang was working with Chinese government entities to get tens of millions of dollars in investments from them to start a specialty fiber business in China using the stolen files.

    Ten days before Wang took the files, prosecutors say he applied for China’s Thousand Talents Plan Award. This award gives people who were born in China and immigrated to the U.S. millions of dollars of investment if they came back to China.

    Prosecutors say two months after Wang took the files, he got picked to get the award.

    Wang is set to be sentenced in April 2026. He faces up to 15 years in prison for economic espionage and up to ten years for theft of trade secrets.
