The Syrian Foreign Ministry said on Thursday, September 18, that al-Shibani met with Treasury officials in the presence of US Envoy to Syria Thomas Barrack. The talks focused on ways to “responsibly and safely reintegrate the Syrian economy into the global financial system” while enhancing joint efforts to combat terrorism financing.

Al-Shibani arrived in Washington on Thursday to discuss US sanctions, particularly the Caesar Act, which came into effect in June 2020 and targeted the former Syrian government and anyone dealing with it in the energy, construction, and financial sectors.
The visit has been described as “historic,” marking the first time in more than 25 years that a Syrian foreign minister has traveled to the United States. According to Axios, al-Shibani is also scheduled to meet US Secretary of State Marco Rubio during the trip.
Senator Graham told Axios that al-Shibani would meet with several lawmakers to discuss the possible permanent repeal of Caesar Act sanctions, noting that his support for repeal depends on Syria’s official accession to the international coalition against the Islamic State (ISIS) and the conclusion of a new security agreement with Israel.
Agence France-Presse (AFP) quoted a Syrian Foreign Ministry source as saying that successive agreements with Israel would be signed before the end of the year.
Graham explained that while President Trump’s administration has granted temporary waivers from certain sanctions, their full repeal requires a Congressional vote.
