New-look Delta Park in east Greeley built by community

After years of community engagement, some delays and a year to complete work on Delta Park, residents finally got to see the payoff.

City officials and residents celebrated a grand reopening of the park Wednesday evening at 240 E. 24th St., Greeley. The opening celebrated the efforts of city staff and others who contributed to the project.

    “I’m looking forward to seeing happy faces,” said Diana Frick, Greeley’s director of culture, parks and recreation. “I think the look on children’s faces is all the reward that anyone could ask for.”

    The updated park features a playground and splash pad, improved accessibility features and walkways, more trees and public art by local artist Armando Silva. Work on the park started this past fall, with $3 million allocated to the project.

    Frick said the addition of trees in the park, and a new shelter area, were among her favorite new amenities.

    The improvements at Delta Park date back to 2016, when the city received a grant from the Colorado Health Foundation to partner with the Urban Land Institute to compile a report on improving health and access to quality open space in the East Memorial neighborhood in Greeley.

    The city started outreach in the Delta Park neighborhood at the beginning of 2020, but the COVID-19 pandemic paused work. Before the pause, the city posted flyers to try getting input from residents. That yielded little feedback.

    In 2020, Antonnio Benton with the Trust for Public Land joined as the project manager for the park. He was tasked with fostering community engagement.

    In 2021, the city restarted outreach for the park improvements. The city faced language and cultural barriers, as well as a lack of personal connection with residents. In 2020, the city staff learned they needed to form personal connections to gather more input.

    With help from Benton, city staff connected with Arafa Binti-Mohammad, Gloria Galindo and other longtime residents to better connect with the neighborhood comprised of multiple languages and cultures. That outreach led to an outpouring of feedback.

    The community engagement and outreach taught Frick and Benton the importance of hearing what residents are saying. It also highlighted how a project like Delta Park can’t come together if city officials and staff stay in their offices throughout the process.

    “You can’t just send out surveys, and you can’t do just community meetings,” Frick said. “It’s really that grassroots (effort). Knocking on doors, being available and (us) going to the community instead of the community coming to us.”

    Benton said Wednesday’s celebration was an emotional one for him. From the hours spent speaking with city staff and residents to hours of planning, seeing it come together brought tears of joy.

    With nearly five years invested in the project, Benton said community engagement has multiple approaches that require many hands to make it successful.

    “The best thing I can say that I’ve learned regarding community engagement as it pertains to this project is there are different ways to approach the topic of community engagement to truly have a table that reflects the community it’s trying to serve,” Benton said.

    The city’s design work and community engagement on the project was recognized earlier this year with the Columbine Award for design from the Colorado Parks and Recreation Association. Frick said she and another staff member will accept the award at a ceremony next month.
