Second phase of anti-begging campaign expands in Aleppo, northern Syria

The anti-begging campaign in Aleppo, northern Syria, has expanded to cover new neighborhoods, after its first phase targeted several main squares and streets.

Aleppo Governorate announced on its Facebook page on September 8 that the second phase of the campaign had begun.

    It said the campaign widened its scope to include additional neighborhoods after the first round was limited to major squares and streets in the city.

    Enab Baladi observed during a field tour in some neighborhoods and squares that the number of beggars at al-‘Amara Roundabout has decreased compared to before the campaign’s launch.

    Meanwhile, some beggars were still present in specific locations, such as University Square, around Aleppo Citadel, and in the al-Siryan neighborhood.

    Community awareness and academic research

    Mohammad Othman, coordinator of the Begging Committee and director of the Anti-Begging Center in Aleppo, told Enab Baladi that 133 men, women, and children were dealt with during the campaign’s first phase.

    Othman explained that the current center is temporary and serves as an emergency facility until the permanent center is prepared.

    The campaign relies on setting up temporary reception centers for beggars, one of them located beside Aleppo’s municipal palace, while waiting for the main center, still under study, to be established.

    He noted that the services provided included psychological first aid, psychosocial support, and medical care.

    Activities for children, awareness sessions, case management, legal services (such as issuing family record extracts when needed), and family reunification were also offered.

    Othman added that the Directorate of Social Affairs and Labor follows up on the files of those admitted to the center to ensure they do not return to the streets.

    He said that the second phase of the campaign aims to reduce the phenomenon through community awareness, academic research in cooperation with Aleppo University, and expanding outreach, in addition to pursuing those who exploit or employ beggars.

    As for new field measures, Othman said they include site visits by specialized humanitarian teams, legal case studies to determine appropriate measures for each situation, and monitoring the educational status of children with the possibility of reintegrating school dropouts.

    Expanding the campaign’s scope

    The first phase of the campaign covered areas such as al-Sabeel, al-Rahman Mosque, the university, Police Roundabout, al-‘Amara Roundabout, al-Sakhra Roundabout, al-Kurra Roundabout, the municipal palace, Saadallah al-Jabiri Square, and the public park.

    The second phase extended to the neighborhoods of al-Aziziyah, al-Salmaniyah, al-Sha’ar, al-Sakhour, al-Midan, al-Salihin, al-Fardous, Salah al-Din, al-Ansari, and Seif al-Dawlah.

    During the campaign, several beggars of different ages were transferred to the Anti-Begging Center for follow-up within care and rehabilitation programs.

    According to the governorate, the measure comes as part of a plan to curb the phenomenon and address it through social and humanitarian approaches.

    Abdulrahman Daddam, head of the committee overseeing the campaign, previously told Enab Baladi that the initiative also relies on establishing temporary centers to receive beggars.

    Daddam confirmed that social and legal services are provided in cooperation between government agencies and specialized teams.

    The campaign seeks to reach the widest possible number of neighborhoods and social groups.

    It focuses on offering comprehensive services that combine humanitarian and legal dimensions, moving beyond security measures alone to ensure a sustainable response to the phenomenon.

    According to Daddam, the anti-begging campaign in Aleppo is based on an integrated plan that includes collecting accurate data on beggars.

    He noted that the campaign distinguishes between those who beg out of genuine need and those who exploit begging, while offering rehabilitation programs for children and adults that include psychological and educational care.
