Both Syria and Israel denied reports of a deal between Damascus and Tel Aviv that would see Israel relinquish the Shebaa Farms and Jabal al-Rous in exchange for Syria abandoning its claim to the occupied Golan Heights, seized by Israel in 1967.
A Syrian government source denied reports of “an Israeli proposal to hand over the Shebaa Farms and Jabal al-Rous in return for giving up the Golan Heights,” according to the al-Araby TV channel on Thursday, August 28.
In response, the office of Israeli Prime Minister Benjamin Netanyahu said, “Reports that Israel considered handing over Mount Dov (Shebaa Farms) are completely false.”
Israel’s public broadcaster KAN had earlier reported that Israel had seriously studied the possibility of handing over the Shebaa Farms area to Syria in exchange for Damascus halting its sovereignty claims over the occupied Golan Heights.
The broadcaster explained that Israeli officials discussed the political feasibility of the move, which would require the approval of 80 Knesset members.
Talks on the matter were suspended following recent violence in Suwayda (southern Syria), but “both sides do not rule out the possibility of resuming them in the future,” the broadcaster added.
Sharaa: No copy of “Abraham Accords”
Syrian President Ahmed al-Sharaa addressed the issue of negotiations with Israel during a meeting with an Arab delegation of media editors-in-chief and former ministers at the presidential palace in Damascus on August 24.
He argued that Syria could not replicate the “Abraham Accords” because its circumstances differ from those of other Arab states, noting that Syria has occupied land—the Golan Heights. He emphasized that priority lies in returning to the 1974 Disengagement Agreement, stressing that partition has failed in Syria.
Disputed Shebaa Farms
The question of the Shebaa Farms’ identity, whether Syrian or Lebanese, has resurfaced amid ongoing Syria-Israel discussions and border demarcation talks between Syria and Lebanon.
On June 5, 1967, Israel occupied territory from several Arab states, including the Shebaa Farms, an area covering 250 square kilometers, stretching 24 kilometers long and 15 kilometers deep.
Israel has maintained its occupation of the Farms over the decades, especially after repeated incursions into Lebanon during the Lebanese Civil War, culminating in its 1982 invasion of Beirut and eventual occupation of part of the Farms in 1989.
The Farms lie in a border triangle between Syria, Lebanon, and the occupied Palestinian territories, on the western slopes of Mount Hermon, where Israel has built numerous observation posts and radar stations.
On June 30, Israel’s Channel 12 reported that within the context of Syria-Israel negotiations, in addition to security cooperation, Israel might also recognize the Shebaa Farms as Syrian territory. The report suggested that such a step could anger Hezbollah, which cites the dispute over these lands as one of its justifications for waging war on Israel.
In May 2000, Israel unilaterally withdrew from southern Lebanon and the town of Shebaa, while maintaining its occupation of the Farms.
Following the withdrawal, a UN team demarcated the withdrawal line (the Blue Line) and declared that Israel had completed its withdrawal from Lebanese territory under UN Security Council Resolution 425.
With this announcement, the UN considered the Shebaa Farms to be Syrian territory, subject to the same Security Council resolutions concerning the occupied Golan Heights.
