HORNELLSVILLE, N.Y. — The National Transportation Safety Board (NTSB) has released a preliminary report on the small plane crash in Steuben County that killed a man from Penfield on Aug. 1.

In the report, NTSB says the Cessna 152 plane departed Ledgedale Airpark in Brockport heading south. After traveling for about 40 miles south, the report says the plane entered an area with little coverage, just 12 miles north of where the plane crashed.
The crash happened at around 7 p.m. on Aug. 1. New York State Police identified the person who was killed as 41-year-old Brian J. Valder, who the NTSB says was a student pilot.
The NTSB says various witnesses say they saw the plane circling the area where the crash happened at low altitude, with one witness even providing video of it.
Also on Aug. 1, there was another deadly small plane crash hours prior near Maplewood Park in Rochester.
