The Secretary-General of Iran’s Supreme National Security Council, Ali Larijani, said on Thursday, August 14, that Tehran currently has no relations with Syria, noting that his most recent regional tour included Iraq and Lebanon—countries with which Iran has long-standing ties—while Damascus was not on his itinerary.
Regarding the possibility of normalizing ties with the current Syrian government, Larijani told al-Mayadeen TV that this remains a “logical possibility,” but it depends on steps taken by Damascus. He added that the situation in Syria is “confused and unclear, and not the situation we would prefer.”
He criticized Israel’s growing role, saying Tel Aviv “is intervening extensively” in Syria, something Iran does not welcome. He stressed that Iran prefers to see clear arrangements before taking any steps toward restoring relations.
On his last visit to Damascus, on December 6, 2024—just a day before the fall of the Syrian regime—Larijani said the trip came at the request of ousted president Bashar al-Assad to discuss a specific issue. He emphasized that developments in Syria over the past two years had moved faster than most regional and international powers anticipated, including Russia and other backers of the regime.
“No one imagined, even at that time, that those would be the last moments of Assad’s rule or of the Baath Party,” Larijani said, adding, “I don’t think even those who attacked Syria and entered the country believed they could topple the regime. What happened was completely different.”
He also criticized U.S. policies in the region, describing them as based on “peace through force,” which he said imposes only two options on states: surrender or war. This, he argued, is ineffective, citing Syria’s surrender and its consequences, including Israeli strikes and the Israeli army’s incursion into southern Syria.
Iran’s wavering stance on Syria
About two months after the fall of the Syrian regime, Iran’s Islamic Revolutionary Guard Corps (IRGC) commented on the new situation. On February 3, IRGC commander Hossein Salami said that “factors that cannot be mentioned now allowed the enemies to achieve some results in Syria, but the situation will not remain as it is,” according to Tasnim News Agency.
His remarks contrasted with statements by Iran’s Foreign Ministry. Spokesman Esmail Baghaei said Tehran would support any government that enjoys the support of the Syrian people, in response to questions about the appointment of Ahmad al-Sharaa as Syria’s transitional president.
Baghaei added that Iran is closely monitoring developments, expressing hope that the transitional period would lead to the formation of an inclusive government representing all segments of the Syrian population.
After Assad’s fall, Iranian Foreign Minister Abbas Araghchi said it was too early to judge developments in Syria, given the many factors shaping the country’s future, according to Mehr News Agency.
Deputy Foreign Minister for Political Affairs Majid Takht Ravanchi also stressed that there was no internal disagreement in Iran regarding Syria. He underscored the importance of respecting Syria’s territorial integrity and sovereignty and of non-interference in its internal affairs.
“When a new Syrian government is formed, we will respect the decision of the Syrian people and engage with it accordingly,” Ravanchi told IRNA on February 20. He added, “We are closely following developments in Syria and hope that stability will prevail, and that no country interferes in its internal affairs.”

These statements followed comments by Iranian President Masoud Pezeshkian during a joint press conference with Qatar’s Emir, Sheikh Tamim bin Hamad Al Thani, on February 19.
