“Justice Commission” Coordinates with INTERPOL to Hand Over War Criminals in Syria

The Head of the Syrian Transitional Justice Commission, Abdel Basset Abdel Latif, revealed that the commission is working to build bridges with INTERPOL and all relevant international bodies to pursue the deposed regime leader, Bashar al-Assad, as well as “perpetrators” from his family, including his brother Maher al-Assad, commander of the Fourth Division, and others, using legal methods to ensure they are brought to trial.

In an interview with al Arabiya on Tuesday, August 5, Abdel Latif did not exclude the accountability of individuals from cross-border militias, including members of Hezbollah, who have been proven to be involved in shedding Syrian blood.

    He stated that work is underway to hold accountable all former regime figures who committed violations and to prosecute them through legal means, even if they are “fugitives” abroad. The same applies to anyone who committed crimes against the Syrian people, regardless of their identity or affiliation.

    “Accountability will not be limited to the army and security apparatuses that oppressed and brutalized Syrians,” said Abdel Latif, affirming that anyone proven to have committed crimes, incited against the Syrian people, or justified the regime’s crimes must face justice and receive fair punishment. Therefore, the commission will strive to ensure that no person or entity that incited or justified violations and crimes against Syrians escapes justice.

    Internal Bylaws of the Commission

    Abdel Latif explained that, as defined by Decree No. 20, issued by transitional president Ahmad al-Sharaa on May 17, the commission is a national body with legal personality, enjoying financial and administrative independence, tasked with uncovering the truth about grave violations committed by the previous regime, holding those responsible accountable in coordination with relevant bodies, providing reparations to victims, and promoting the principles of non-repetition and national reconciliation.

    He announced that the commission has conducted numerous meetings and consultations with victims and their representatives, civil society organizations, relevant international bodies and organizations, and a broad spectrum of academics, legal experts, and national figures. It also studied the experiences of many countries that have undergone transitional justice processes.

    The Transitional Justice Commission has completed drafting its internal bylaws, formed its working team, and established a code of conduct for its members and staff. Only minor logistical and administrative preparations remain before its operations launch across all parts of Syria.

    “Transitional justice will be achieved according to Articles 48 and 49 of the Constitutional Declaration and the text of the republican decree establishing the commission,” Abdel Latif added. “The commission will follow specific mechanisms and form dedicated committees to implement this.”

    He affirmed that the commission will prosecute, as per the decree, anyone responsible for grave violations against Syrians, whether from the former regime or its affiliates.

    Documentation and Accountability

    International organizations and Syrian civil society groups have worked since the beginning of the revolution to document crimes and violations committed by the regime and numerous perpetrators involved in killing and torture, whether military, security, or civilian leaders. The documentation includes materials found in military and security units and prisons, providing substantial information about these criminals. The commission will work to hold them accountable under the law.

    Compensation Fund for Victims

    Abdel Latif explained that victims include anyone who suffered grave human rights violations, including those who were killed, disabled, lost a family breadwinner, had their home destroyed, or were subjected to torture, enforced disappearance, or genocide. All are victims of the regime and its tools.

    He stated that reparations may be collective or individual, material or moral, and that the commission will establish a compensation fund to provide reparations to victims. This effort requires international support due to the extent of the damage inflicted on Syrians. Moral reparations include psychological and social support, reintegration into society, and alleviation of suffering.

    He added that international bodies and civil society organizations have already documented many victims and are ready to submit their findings to the commission for material and moral compensation.

    Abdel Latif noted that the commission is not concerned with the events in the coast or Suwayda, as it focuses on grave violations and crimes committed by the former regime before 8 December 2024.

    Presidential Decree Establishing the Commission

    President Ahmad al-Sharaa issued Decree No. 20 on May 17, 2025, establishing the National Transitional Justice Commission, based on the provisions of the Constitutional Declaration and the powers granted to the President of the Republic.

    The decree stipulates the formation of an independent body named the National Transitional Justice Commission, tasked with uncovering the truth about grave violations committed by the previous regime, holding those responsible accountable in coordination with relevant bodies, compensating victims, and reinforcing the principles of non-repetition and national reconciliation.
