ROCHESTER, N.Y. – Thousands of Afghan allies who aided the U.S. in the War on Terror are being left without support after President Donald Trump closed the program overseeing their visa process on July 1.

Operation Enduring Welcome, a program that helped Afghan nationals who worked with U.S. forces evacuate Afghanistan and relocate to the U.S. through Special Immigrant Visas, is set to close on Sept. 30. The program began in 2022 after the U.S. withdrew its troops from Afghanistan, leaving Afghan nationals vulnerable to Taliban retaliation.

    Rep. Joe Morelle held a press conference opposing the shutdowns.

    “We made them a promise in exchange for their courage and their loyalty,” Morelle said. “Failing to honor that promise now sends a dangerous message to future allies that America cannot be trusted to stand by those who stand with us.”

    Nick Stefanovic, director of the Monroe County Veterans Service Agency and a former Marine who served in Afghanistan, emphasized the importance of Afghan allies.

    “We would have made no progress in that war without their participation,” Stefanovic said. “Every firefight that I got in in Afghanistan, I had an Afghan ally with us. Sometimes a few of them.”

    The State Department informed Congress in a letter at the end of May that the relocation office would shut down by July 1. The letter cited the administration’s desire to “streamline government functions.” The decision is part of the Trump Administration’s proposed 2026 White House budget.

    Congress will vote on these shutdowns and other budget items when the final White House budget proposal is released in October.
