Starmer peace plan would recognise Palestine in months – but only with Gaza ceasefire

Sir Keir Starmer is winding up a Cabinet meeting to discuss a Middle East peace plan that would put Britain on a path to recognising a Palestinian state within months.

That recognition will only come if a ceasefire is reached between Israel and Hamas in Gaza, The i Paper understands.

Senior Government sources did not rule out joining France in recognising a Palestinian state at the UN General Assembly in New York in September if a ceasefire continues.

However, one source said the chances of a lasting ceasefire currently appear “slim” so Starmer is not guaranteed to make the commitment.

Amid mounting pressure to recognise Palestine, Starmer held the unusual Cabinet meeting in Downing Street on Tuesday. Senior Cabinet ministers including David Lammy, Angela Rayner and Wes Streeting had been pushing the Prime Minister to speed up the path to recognising Palestine as a state.

He wanted sign-off for his plan after discussions with US President Donald Trump in Scotland on Monday.

No 10 said that Starmer and Trump discussed plans being drawn up with France and Germany to bring about a “lasting peace” amid concerns of a humanitarian catastrophe.

French President Emmanuel Macron announced he would formally recognise Palestinian statehood in September, provoking opposition from Israel and the United States.

Nevertheless, domestic pressure is mounting on Starmer to recognise Palestine. More than 250 cross-party MPs have now signed a letter calling for ministers to take the step, up from 221 on Friday.

Amid international alarm over starvation in Gaza, Israel announced at the weekend that it would suspend fighting in three areas for 10 hours a day and open secure routes for aid delivery. The Royal Air Force is taking part in airdrops of aid into the territory.

Starmer held a call with France and Germany at the weekend. So far, the premier resisted France’s calls, saying that any statement should be made at the right time for maximum impact.

Instead, he is focusing on securing aid for those on the ground and a “sustainable route” to a two-state solution, Downing Street has argued, emphasising the UK recognising Palestine is a matter of “when, not if”.

The Cabinet meeting, which some ministers are attending in person and others virtually, comes after Parliament broke for its summer recess last week. Pro-Palestine protesters gathered outside Downing Street as the meeting took place.

Meanwhile, France is keeping up the pressure. There is no alternative to a two-state solution between Israelis and the Palestinians, the country’s foreign minister told a UN conference co-chaired with Saudi Arabia on Monday.

“Only a political, two-state solution will help respond to the legitimate aspirations of Israelis and Palestinians to live in peace and security. There is no alternative,” minister Jean-Noel Barrot said at the start of the three-day meeting, according to France 24.

On Monday, Trump hinted at sticking points in US-led negotiations over a peace deal, saying the Palestinian militant group Hamas had become “very difficult to deal with” in recent weeks. The British Government has said there can be no role for Hamas in governing Gaza.
