Flight delayed? This ordinance would allow video gambling in Chicago airports

An ordinance introduced in Wednesday’s Chicago City Council meeting would allow video gambling at O’Hare and Midway airports.

    The ordinance would restrict video gambling terminals to areas for customers 21 years of age and older. It would also require an employee over the age of 21 to be present and within view of the gaming area during all hours of operation.

    Ald. Gilbert Villegas, who represents the 36th Ward, told the Chicago Sun-Times that the airport contains a “captive audience.”

    “People are there, in some cases, one or two hours before,” Villegas told the Sun-Times. “If their flight is delayed or they’re making a connection and there is a delay, there’s an opportunity to capture an audience that may not even be going to the city. They have time to kill.”

    The ordinance outlines charges for terminal and location licenses and states that terminals can only be placed in licensed locations. No more than three location licenses can be issued at a single airport, under the ordinance.

    At the same meeting, 9th Ward Ald. Anthony Beale introduced an ordinance that would expand access to video gambling across the city, authorizing restaurants, hotels, and more to operate video gambling terminals with the appropriate licensing.

    Illinois legalized video gambling in 2009, but many local governments still have active bans. According to the Illinois Gaming Board, Chicago is one of 87 Illinois municipalities that do not allow video gaming.

    The ordinance would adopt similar age restrictions and monitoring requirements as Villegas’ ordinance.

    Both ordinances were referred to committees. Villegas’ ordinance will go to a joint committee on aviation and finance, and Beale’s ordinance will go to the Committee on License and Consumer Protection.
