Imperial County schools chief to lead California County Superintendents

Imperial County Superintendent of Schools Todd Finnell has been elected the 2025-26 president of the California County Superintendents, an organization that represents and advocates on behalf of the 58 county superintendents of schools in the state.

His term began July 1. 

    Finnell was elected as the Imperial County superintendent of schools in 2014 and has served as faculty at San Diego State, where he helped prepare new teachers. He also has served as a classroom teacher, counselor and administrator in schools. 

    “The future of education lies in our ability to work together — across counties, systems, and communities — to reimagine what’s possible for every learner,” Finnell said in a statement. “I believe that through bold collaboration, we can encourage an educational system where every student is equipped to shape a better tomorrow.” 

    Finnell is joined by Tim Hire, the Tulare County superintendent of schools, and Richard DuVarney, the Tehama County superintendent of schools, on the 2025-26 Executive Committee.
