City Council OKs $43.5M action plan to boost housing, economic opportunities

The San Diego City Council Monday approved the Fiscal Year 2026 Annual Action Plan, slated to distribute $43.5 million in federal grants to local housing- and economic-focused organizations and nonprofits.

The action plan specifically lays out how the city will distribute this year’s more than $12.1 million Community Development Block Grant, $30.3 million HOME Investment Partnerships Program and $990,775 Emergency Solutions Grant funds — pending U.S. Department of Housing and Urban Development approval.

    “This federal funding plays a critical role in improving the lives of many, particularly those with low and moderate incomes,” city Economic Development Director Christina Bibler said in a statement. “It will help ensure families have safe homes, access to job training, support getting to medical appointments, reliable after-school care and so much more. These are the building blocks of a healthier, more connected community.”

    In April, the council approved a portion of the plan, but asked city staff to return later in the year with the remaining items once HUD released its allocation amount and the city passed its budget.

    San Diego partners with the San Diego Housing Commission to administer HOME Investment Partnerships funding, which provides direct financial assistance for homebuyers and subsidies to build rental homes.

    According to the city, more than 20 nonprofits such as Reality Changers, Kitchens for Good, Rise Up Industries, Monarch School, Serving Seniors, Somali Family Service of San Diego, Partnership for Environmental Progress and City Heights Community Development Corporation will receive money through the CDBG funding.

    Those block grants “aim to increase the access and availability of affordable housing, expand economic opportunity by supporting local entrepreneurs and small businesses and invest in nonprofit facilities,” according to a city statement.

    The Emergency Solutions Grant funding will go toward shelters for those experiencing homelessness and provide “rapid rehousing and homelessness prevention strategies.”

    San Diego will submit the Annual Action Plan to HUD by July 13.
