ROCHESTER, N.Y. – The Richford Building in Rochester, which has been empty for 14 years, has a demolition order but was recently approved as a historic site. This approval opens the door to tens of millions in funding to help restore the structure.

Chief Investigative Reporter Berkeley Brean met with Patrick Dutton, the developer hired to restore the 10-story building. Dutton said the project is the hardest he has ever encountered.

    “Fully improved exterior that shines,” Dutton said.

    The building has faced numerous challenges, including a decade without power after RG&E cut it off. Dutton said he is working with RG&E to restore power.

    “The building is a mess. I don’t think there are any in center city that are a mess like this. It is a tough project,” Dutton said.

    In March, the city issued three violations for hazardous conditions, which the city said have been corrected. The building has been approved for state and federal historic tax credits, potentially providing $25 to $30 million in funding. The project aims to create 85 apartments with space for a cafe on the ground floor.

    “It’s a very difficult project and it’s a lot for any team to manage. But once you get going, once you find your rhythm from a construction perspective, then you execute,” Dutton said.

    The project also received $2 million in Restore New York funds, which will be provided upon completion of the work. The city plans to meet with Dutton at the end of the month.
