On Tuesday, United States lawmakers introduced a bill that would limit the amount of international athletes on a roster to 20% on the heels of the Protect College Sports Act, but what would that actually mean for college swim and dive teams.
Leslie Lucas, owner of College Swimming Consulting and the mother of current University of Texas junior Cooper Lucas, analyzed current power-four rosters and shared the data with SwimSwam.
Lucas used the hometown/country listed on the roster page of each school’s website, which means there might be a few hiccups with athletes who were raised in the United States but represent other countries internationally, like NC State’s Kaii Winkler who was raised in the U.S., but swims for Germany.
Even if the bill has a long way to go before it passes, it is an intriguing conversation as more complaints arise about the number of international athletes in the NCAA in all college sports discussions and even in the comments on SwimSwam.
In the data SwimSwam published yesterday, men’s and women’s swimming & diving both had less than 20% international freshmen on their rosters in 2022, but the team specific data is a little more compelling.
In this article, we are looking exclusively at the men’s teams.
Some schools and conferences rely far more on international athletes than others. The Florida men’s team has the highest international percentage with 63% of their 2025-26 roster made up of international athletes (15/24).
There were five other men’s teams that have more than 50% international athletes, and all five of them are in the SEC. Auburn is the next highest at 59% (13/22). LSU has 55% (11/20). Tennessee has 52% (13/25), and Georgia and Kentucky both have 50%.
Overall, 31 of the total 42 men’s teams come in over the 20% threshold proposed including seven of the top-10 finishing NCAA teams in 2026.
Duke had the lowest percentage of international men among the power four schools with just one man on the roster, freshman Yavuz Omer Aga from Turkey.
