Yesterday, Representative Tim Walberg and Senator Jon Husted introduced a new bill that seeks to limit the amount of international athletes on a college sports roster to 20%.
How big of a deal would this be for the NCAA sports. The NCAA analyzes the number of international student-athletes, and most recently released data in 2022 about what the international participation was over the five years from 2017-2022.
The numbers stayed mostly stable over the five year period with 3,174 Division I international first-years in 2017 and 3,137 Division I international first-years in 2022.
The sport specific data shows that Tennis, Hockey, Soccer, Water Polo, and Golf on the men’s side and Tennis, Hockey, Golf, Field Hockey, and Water Polo on the women’s side all have more than 20% of the total student-athletes that are international.
Tennis leads both men’s and women’s total with 64% of the student-athletes on the men’s side being international and 61% of the student-athletes on the women’s side being international.
With the rise of schools cutting Olympic sports in a post-House world, Tennis is getting cut more often with 22 different tennis programs getting cut during the 2025-2026 season, nine of which were Division I.
While there are other factors that contribute, like Tennis having a very high cost per athlete and the facility requirements to sponsor the sport, the fact that 2/3rds of Division I tennis players are international is potentially a component of these decisions.
The numbers look similar for Division II tennis. Men’s tennis had 63% international first-years in 2022 and women’s tennis had 45% international first years. Only men’s soccer and golf also had more than 20% in the Division II numbers.
When looking at the swimming numbers, both men’s and women’s swimming fell under 20% in 2022. Both Division I programs came in at 15% of first-years being international, while Division II men were 15% and women were 11%.
