The Ukrainian Olympic Committee has appealed to the Court of Arbitration for Sport (CAS) for the International Olympic Committee’s decision to provisionally lift sanctions on Russia.

In the beginning of July, the IOC announced the sanction release, saying that Russia’s Olympic Committee no longer recognized regional councils in Russian-occupied Ukrainian territories.

The Ukrainian Olympic Committee hit back at this claim with an appeal to sport’s highest authority, the CAS, at the end of July. The committee implied the IOC’s decision was hasty, rushed, and unverified.

“The position of the NOC of Ukraine is based on the fact that the IOC’s decision was made prematurely and without proper verification of whether the violations… had actually been resolved,” Ukraine wrote in a statement.

Ukraine went on to say that Russia’s violations of establishing regional councils in occupied territories in the first place were never properly addressed.

“…the Ukrainian side believes that reinstating the ROC’s rights without effectively addressing these violations is incompatible with the principles of international sports law and sets a dangerous precedent for the entire Olympic Movement.”

Since this decision, World Athletics president Sebastian Coe has vowed to be present at the CAS to support Ukraine’s appeal. Under Coe’s leadership, World Athletics has taken a hardline stance against re-integrating Russian athletes in any capacity. Coe was seen as one of the three frontrunners for the IOC President in the election last year, which ultimately went to Zimbabwean swimmer Kirsty Coventry.

By contrast, World Aquatics has been more similarly following the line of the IOC – slowly but steadily reintegrating Russia back into its events. Many Ukrainian athletes do not welcome this reintegration, as shown last week at the European Championships. There, Ukrainian swimmer Nikita Sheremet refused to be photographed with Russian co-medalist Egor Kornev post-race.

Russia was first isolated from much of the sports world after its full-scale invasion of Ukraine in February 2022. The war’s death count is estimated to have exceeded 2 million, and attacks have shown no sign of slowing down recently.
