The human remains discovered in Lake Mattoon during the weekend were identified by authorities on Thursday as investigators continue working to determine how the body ended up in the downstate Illinois lake.

Authorities identified the body as that of 38-year-old Dalewayne Turner of Plainfield just days after boaters made the disturbing discovery while spending an afternoon on Lake Mattoon in Cumberland County.

Sammy Flynn of Effingham told NBC Chicago she was on a boat with family and friends Sunday when her father asked her to push what he believed were dead fish away from the group using an oar. As she got closer, she realized what was floating nearby was something much different.

“I got up closer to it. I was like, that’s not a fish, guys. I’m pretty sure that’s a human arm,” she told NBC Chicago.

Flynn said a friend quickly confirmed what she had seen, and the group immediately called 911.

The group remained at the scene while waiting for authorities, using an oar to keep the remains from drifting away until law enforcement arrived.

Illinois State Police took over the investigation after the Cumberland County Sheriff’s Department requested assistance. Investigators publicly released photographs of distinctive tattoos found on the arm, including one depicting a skeleton holding a Green Bay Packers helmet and another showing an unidentified letter or number, hoping someone would recognize them.

Flynn recalled first noticing what she initially thought was an unusual marking before realizing it was a football-themed tattoo.

“That’s not an eyeball, that’s a Green Bay Packers tattoo,” she said.

On Wednesday, Illinois State Police confirmed the remains belonged to Turner and said the tattoos helped investigators identify him.

Turner’s family has since launched a GoFundMe to help cover funeral expenses, describing him as someone who loved spending time with others and never hesitated to help those in need.

The fundraiser says Turner was a devoted Chicago Bears fan whose passion for the team brought joy to family gatherings. His family also described him as having a strong sense of humor and kindness that made him a beloved friend to many.

After learning the victim had been identified, Flynn said her thoughts immediately turned to Turner’s loved ones.

“It definitely makes me really sad for what happened to him and his family members, because I can only imagine hearing that news.”

Illinois State Police confirmed to NBC Chicago that investigators conducted investigative activity at a home in Plainfield, but have not said whether that location is directly connected to Turner’s death.

Authorities have not released a cause of death or said how Turner ended up in Lake Mattoon. The investigation remains ongoing.
