Just under 20% of Greeley voters have cast ballots in the city’s special election as of Friday, as the Tuesday evening deadline draws near.
Ballot item 1A asks whether the city should repeal the planned unit development zoning for both the Catalyst and Cascadia projects. If 1A passes, the city will not be able to apply for that zoning again for one year, which would delay the project for that time or until the city applies for alternative zoning.
Since it is a special election, the City Clerk’s Office will conduct the count without assistance from the Weld County Clerk’s Office. Ballots will be counted using vote tabulation equipment and processed by 12 to 15 election judges who are trained, independent and registered electors residing within the city limits, according to Greeley Communications Specialist Kim Kappel.
As of Friday, 13,070 ballots have been collected, which is 19.9% of all Greeley voters. In the 2025 election, only 33% of Greeley voters cast their ballots. Kappel said the national average voter turnout for special elections is between 5% and 30%, depending on how divisive the topic is.
Voters may return their ballot by dropping it off at one of four secure, 24-hour drop box locations:

The city will release the first public vote count around 8 p.m. Tuesday at bit.ly/SpecialElection26 and will update the count every two hours until all votes are counted. Daily voter lists are also being published on the same page, allowing voters to ensure their ballot has been received.
