The Ministry of Agriculture and Land Reclamation has officially launched the first field phase of a national campaign to sterilize and vaccinate free-roaming dogs across Egypt.
The initiative kicked off in Cairo’s Ain Shams district on Tuesday, marking a strategic shift in the state’s approach to managing its stray animal population under the “Rabies-Free Egypt 2030” national strategy.
The choice of Ain Shams as a starting point was based on research data, following a high volume of public complaints regarding stray dog packs in the area.
Authorities described the move as an early intervention designed to mitigate public health risks while maintaining ecological balance.
Minister of Agriculture Alaa Farouk stated that the government is transitioning from temporary “crisis management” to implementing “root solutions” based on international scientific methodologies.
The campaign is a collaborative effort between the General Organization for Veterinary Services (GOVS) and the Federation of Animal Welfare Associations, bridging the gap between state institutions and civil society to ensure international animal welfare standards are met.
“This phase is merely the cornerstone,” Farouk emphasized.
“The program will be rolled out across all governorates according to a strict timetable, with the ultimate goal of making Egypt entirely rabies-free by 2030.”
According to the GOVS, field teams reported significant progress on the first day of operations, including 293 free-roaming dogs vaccinated against rabies in addition to 25 dogs transferred to specialized shelters for surgical sterilization.
Following the “Catch-Neuter-Vaccinate-Release” model, sterilized animals will be returned to their original environments.
Officials noted that this ensures vaccinated dogs hold their territory, preventing un-vaccinated or potentially diseased animals from moving into the area.
Alongside field operations, the General Administration of Veterinary Guidance launched an intensive awareness campaign for Ain Shams residents.
The outreach focused on educating the public on safe interactions with free-roaming dogs and the prevention of zoonotic diseases.
The ministry hopes these efforts will foster a safer environment of “responsible coexistence” between citizens and local animal populations.
