ROCHESTER, N.Y. — Rochester and Geneva will receive grants from the state’s $22.7 million Department of Environmental Conservation (DEC) funding to address climate change initiatives.

It stems from the DEC’s Climate Smart Communities Grant program, aiming to help various communities across New York State address climate change and resilience to it.

City of Rochester: Dewey Avenue cycle track

The City of Rochester will receive $780,000 to implement the construction of a continuous off-street cycle track during the larger Dewey Avenue and Emerson Street reconstruction and realignment project. The sidewalk-level cycle track additions look to improve non-vehicle transportation.

The cycle tracks project on Dewey Avenue is part of Rochester’s larger goal to build a 63-mile bike network, attempting to decrease car travel and gas emissions.

City of Geneva: Daylight Castle Creek feasibility study

Geneva looks to finish a study on the potential and evaluation of daylighting Castle Creek between Main Street and Bicentennial Park. Specifically, the study will assess climate change impacts on the creek while comparing the cost, potential, and long-term resilience of daylighting the creek, instead of upgrading existing nature-based solutions.

The bigger picture beyond the grants

The program is supported by a larger $4.2 billion Clean Water, Clean Air, and Green Jobs Environmental Bond Act. The grant is also supported by the state’s Environmental Protection Fund, having been increased to a record $425 million in the 2025-26 State Budget.
