As a recent college graduate without health insurance, George Roehr knew where to go when he noticed a lump that seemed to be growing.

“I made an appointment for Planned Parenthood, the doctor performed a physical examination, and just within seconds, felt it, looked at me and said, ‘You should go see a specialist,’” Roehr said.

Within three weeks, Roehr began chemotherapy treatment for testicular cancer at the age of 30. When he walked into the clinic that day, Planned Parenthood wasn’t new to him. It was a place he trusted after years of using its services throughout college.

Men, like many patients, come to Planned Parenthood for vital health services such as vasectomy care, STI testing, cancer screening and sexual health counseling. However, policy shifts resulting from H.R. 1, including recent reimbursement freezes, have placed some of these essential services at risk.

Planned Parenthood Mar Monte is the largest affiliate in the country, with 30 health centers. Its chief of staff and head of strategic communications, Andrew Adams, reported that from July 2024 through June 2025, 30,000 men received services at Planned Parenthood Mar Monte clinics.

“The type of care that we provide the most is actually sexually transmitted infections testing and treatment and sexual reproductive health care visits, regardless of their gender or gender presentation, and men need that just as much as women do,” Adams said.

With H.R. 1 signed on July 4, funding for Medicaid reimbursements is now restricted for Planned Parenthood clinics. Planned Parenthood Affiliates of California CEO Jodi Hicks spoke with Capitol Weekly about the immediate impact as the funding fight unfolded back in September. Since then, several clinics in California have closed or reduced services.

While Adams contends that funding cuts will not affect men or women disproportionately, he points to one clear example of how access is already shifting: a pullback on a program to train more providers in vasectomy care. The service, he said, is currently offered at one Mar Monte location, and demand had prompted plans for expansion.

“Mar Monte has lost upwards of $6.5 million per month in reimbursable care,” Adams said. “We’ve had to slow down the areas of growth, including vasectomies that we had strategically planned for this time period.”

Planned Parenthood offers services to patients of all gender identities, including erectile dysfunction care, male infertility screening, access to preventive HIV medication and overall reproductive health check-ups. Whether men come in for their own health needs or accompany partners to appointments, the clinics function as a broad entry point for sexual and reproductive care.

According to the National Health Interview Survey (NHIS) reported in CDC’s National Health Statistics Report No. 211, men are statistically less likely than women to receive routine health care and preventive services, including annual checkups and screenings.

Clinicians who work in sexual and reproductive health say many men delay seeking care, often because of stigma, embarrassment or uncertainty about where to go, a pattern mirrored in a 2022 National Institutes of Health (NIH) study. Providers report that common concerns include erectile dysfunction, low libido, anxiety around sexual health and STI screening needs, conditions that benefit from early evaluation according to NIH research.

According to the CDC’s annual sexually transmitted disease statistics, the U.S. continues to see millions of reported STI cases each year, underscoring the need for accessible testing and treatment services. Public health researchers note that screening men, who are less likely to seek routine care, plays a key role in controlling infections.

Planned Parenthood has also begun trying to shift perceptions about who its clinics are for. Adams said a recent outreach campaign for the organization’s downtown Oakland health center intentionally featured men to show that its services are available to anyone who needs them. The campaign included visuals placed on BART, billboards along the freeway, and in local bars and venues.

Adams noted that while many Planned Parenthood patients identify as women, men are often an important part of their partners’ care. They accompany loved ones to appointments, help navigate decisions, contribute to the cost of services and support follow-up — a critical part of sustaining reproductive health access.

In Southern California, the closure of Melody Health, a primary-care arm of Planned Parenthood, illustrates how fragile access has become. The program once provided routine medical care, mental health support and chronic disease management for thousands of patients, including many men. Its dismantling followed federal restrictions on Medicaid reimbursements for Planned Parenthood affiliates.

For Roehr, the ability to walk into a clinic without insurance and get a fast diagnosis may have saved his life. He said he hopes others won’t hesitate to seek help when something feels wrong.

“Don’t be afraid to get treatment,” he said. “Planned Parenthood was just another outlet for wellness for me, and it made all the difference.”
