On Friday, July 25, the Syria Recovery Trust Fund (SRTF) and the Assistance Fund for Syria (AFS) announced a partnership involving two projects aimed at rehabilitating several vital facilities in the city of Darayya in the Damascus countryside.

This cooperation between the two funds falls within an integrated approach aimed at enhancing the local community’s resilience and rehabilitating essential infrastructure and services that were destroyed during the war in Syria, according to a statement published by the SRTF on its website.

Syria Recovery Trust Fund (SRTF) Project

As part of this initiative, the Syria Recovery Trust Fund will rehabilitate basic public infrastructure, including an elevated water tank, a public park, roads, and related facilities that were severely damaged during the war.

The project will also provide job opportunities through a “cash-for-work” initiative, with a total budget estimated at around €770,000.

SRTF Executive Director Hani Khabbaz stated, “This partnership marks a key milestone in the post-crisis recovery journey, offering an effective model for integrated interventions.”

Speaking to Enab Baladi, Khabbaz noted that the fund has already begun technical work on the ground in Darayya to rehabilitate the main water reservoir, the park, and the roads.

The activities are expected to directly benefit an estimated 80,000 people by improving access to clean water, recreational spaces, local transportation, and livelihood support.

The project focuses on the water, sanitation, and roads sectors, as well as early recovery and livelihood support.

Founded in September 2013 by the Friends of the Syrian People Group with initial contributions from Germany, the United Arab Emirates, and the United States, the SRTF is a multi-donor fund that finances reconstruction projects in Syria and channels international funding transparently and accountably.

Assistance Fund for Syria (AFS) Project

The Assistance Fund for Syria announced on its LinkedIn page that, under this cooperation, the two funds will strategically and operationally coordinate their projects with a total combined value of approximately $1.8 million, aiming to promote recovery by addressing the interconnected needs of the community in a more comprehensive and efficient manner.

AFS is funding the rehabilitation of Darayya National Hospital, including emergency, surgical, radiology, laboratory, and physical therapy departments, along with the provision of new medical equipment.

It will also work on restoring three water stations, rehabilitating damaged water and sanitation networks, and installing solar energy systems to ensure access to clean drinking water for around 3,840 families on a permanent basis.

The project also includes the renovation of roads, sidewalks, and lighting at the hospital’s main entrance, with a total budget of approximately €790,000. It covers the health, water, and sanitation sectors.

AFS Executive Director Andrea Quaden stressed that this collaboration with SRTF highlights the importance of close coordination with local partners to restore essential services and rebuild community trust.

“Our collaboration in Darayya reflects the kind of locally grounded, principled response needed in Syria’s transitional phase,” said Quaden.

The Assistance Fund for Syria (AFS) was established in December 2022 under the name Assistance Fund for Northern Syria (AFNS), with the aim of addressing urgent needs and filling critical gaps in northern Syria. It is a joint humanitarian multi-donor fund currently focused on supporting recovery and resilience in Syria’s post-conflict transition following the fall of the previous regime in December 2024.

In a previous report, Enab Baladi had conveyed calls from Darayya residents in western rural Damascus to rehabilitate and reopen Darayya National Hospital, which had been neglected by the previous regime since it regained control of the city in 2016.

Darayya National Hospital serves many areas in western rural Damascus, including the towns of Muadamiyat al-Sham, Jdeidat Artouz, and Sahnaya.

In 2016, the hospital building caught fire following a napalm airstrike, which rendered it out of service.

Darayya witnessed prolonged battles between the Free Syrian Army, which was besieged along with the remaining civilians in the city by the ousted Assad regime for four years, before a committee representing local factions and civil groups reached an agreement with the regime to evacuate the city on August 26, 2016.
