Chicago City Council’s Housing and Real Estate Committee narrowly passed the mayor’s much debated Protecting Renters Ordinance on Wednesday after some last-minute tweaks.
Under the revised proposal, landlords would not be required to foot the bill for relocation costs if they don’t renew a tenant’s lease. That said, the ordinance does eliminate most fees for applications and background checks, and it charges a new per-unit fee on the landlord to help fund a legal assistance program for tenants facing eviction.
Proponents of the ordinance include tenants’ rights organizations and non-profits that provide aid for low-income residents.
“We are disproportionately the ones who are victims of bad landlords, slumlords, people who are not living up to their responsibility,” said Rod Wilson, Executive Director of the Lugenia Burns Hope Center.
But groups representing landlords and property managers fought hard against the ordinance and say the new costs will eventually be passed on to renters.
Ahmed Ogunmbi says he owns six units on Chicago’s west side and thinks the new fees will trickle down to renters.
“You can’t make renting more affordable by making it more expensive to provide housing,” said Ahmed Ogunbunmi, a landlord who says he’s now considering selling some of his six properties on Chicago’s West Side. “When you push out local owners, you create a situation where corporate ambiguous owners come in, and those people care less about the communities they’re serving.”
36th Ward Alderman Gilbert Villegas is sponsoring a competing proposal called the Fair and Accountable Illinois Rental ordinance, or FAIR, which would impose fewer restrictions on landlords.
A vote on FAIR is expected in a city council committee meeting on Thursday.
