Voting for the Protect College Sports Act is around the corner, and Representative Tim Walberg and Senator Jon Husted have introduced a new bill that would limit the amount of international athletes on a roster to 20%.
The new bill, which is called the “Training and Education for American Members in University Sports and Athletics Act” or the Team USA Act.

Yahoo Sports’ Ross Dellenger posted part of the bill on X today, and it states the purpose of the bill is “To amend the Higher Education Act of 1965 to require institutions of higher education, as a condition of participating in programs under title IV of such Act, to ensure that no more than 20 percent of the student athletes on a varsity sports team of the institution are international students.”
There has been a lot of backlash recently over the number of international student athletes participating in college sports. In September, SwimSwam looked at the percentage of men’s NCAA programs that were international.
Of the top 10 teams in 2025, only Texas was under that 20% threshold with 5 international athletes on the roster out of 30 total to come out to 16.67%.
Currently, the reigning champion Longhorn men have 22 athletes on the roster. Six of them are international, bringing their current season total to 27% international.
The reigning champion Virginia women have 30 athletes on their women’s roster for the 2026-2027 season. Of those 30, seven are international, which brings their total to 23%, which is also over the proposed 20% threshold.
