Local government boards kick into high gear this week after their summer breaks, with numerous high-profile agenda items. Orange County Commissioners and the Chapel Hill Town Council will consider a proposal for a 10,000-square-foot church; county commissioners and the Carrboro Town Council will both hear presentations on a proposed “rail trail” that would convert an existing rail line into a greenway; and the Chapel Hill-Carrboro City School Board will tackle two big issues: the process of redistricting elementary schools for next year, and the still-ongoing busing snafu that’s plagued lots of families for the last month. Outside Orange County, the Pittsboro town board will tackle downtown planning, while Durham County Commissioners will get the results of a community health assessment – which found that Durham residents are mentally healthy on average, but lower-income residents in particular continue to struggle.
Here’s a rundown of local government meetings this week in Durham, Orange, and Chatham Counties.
Orange County
Orange County Commissioners have a busy week, with three separate meetings. First, commissioners have a board retreat Monday, September 14, from 8:30 a.m. to 12:30 p.m. at the Southern Human Services Center to discuss their 2050 Land Use Plan, with deep dives into housing, water and wastewater, and rural conservation.
Then county commissioners reconvene in the Southern Human Services Center Tuesday, September 15. They’ll begin at 6 p.m. with a joint meeting with the Chapel Hill Town Council, to consider a rezoning application that requires both boards’ approval: Holy Trinity Anglican Church wants to build a 10,000-square foot church and a few affordable housing units on 15.5 acres along Old Lystra Road.
Then county commissioners will continue with their regular business meeting at 7 p.m., with a possible vote on that rezoning request, an update from OWASA on the region’s still-ongoing drought, and an update on a feasibility study for the proposed J Branch Rail Trail, which would develop a greenway out of an 11-mile rail line that’s currently used to bring coal to UNC’s Cogeneration Facility on Cameron Avenue. The Chapel Hill Town Council also meets Wednesday, September 16, at 6 p.m. in the Chapel Hill Public Library. Click here for that agenda, which includes a continued discussion of the proposed new Land Use Management Ordinance (LUMO) and a presentation on a feasibility study for the proposed “Everywhere to Everywhere” greenways project. (Part of the town’s “Complete Communities” initiative, the idea behind “Everywhere to Everywhere” is to build or expand greenways linking all of Chapel Hill, so bikers and pedestrians can easily commute around town.)
Also this week, the Hillsborough Board of Commissioners meets at 7 p.m. Monday, September 14. Click here for the agenda, which is a light one: board members will consider a proposal for a veterans-themed patrol car wrap.
The Carrboro Town Council meets at 6 p.m. Tuesday, September 15. The Chapel Hill-Carrboro school board meets at 6 p.m. Thursday, September 17. This week’s agenda includes a continued discussion of the busing snafu that’s affected hundreds of families in the first few weeks of the fall semester; board members will consider a resolution to officially excuse any related student absences. The school board will also receive an update on the process of redistricting the district’s elementary schools; that redistricting is slated to take effect in the fall of 2027. Chatham and Durham Counties
The Pittsboro Board of Commissioners meets at 6 p.m. Monday, September 14. Board members will hold a public hearing on a proposed Downtown Overlay District and consider a budget amendment to implement a Downtown Master Plan and parking study; they’ll also receive presentations on Chatham Park, Chatham County economic development, and the process of developing a new town hall.
