ROCHESTER, N.Y. — Mayor Malik Evans has put forward legislation to reopen Peace Village, which was the only city-sanctioned homeless encampment in Rochester before it paused its services.
The mayor and City Council President Miguel Melendez submitted legislation to Rochester City Council to use over $1.15 million from the opioid compensation fund for the encampment. If the legislation passes, it would reopen 19 shelters on Industrial Street off West Broad Street. There would also be funding for an on-site case management team to connect people with physical and mental health resources. The team would also help people with securing permanent housing.

“This framework prioritizes clinical support and eligible opioid-remediation activities,” the legislation says.
The funding would be used for staffing, operations, and safety at the encampment through the 2026-2027 fiscal year. New York State has provided both the city and Monroe County with money for programs after it secured over $3 billion in a settlement with opioid manufacturers.
Rochester’s homeless population has increased by 345 people over the last six years, marking a nearly 34% rise, according to this year’s report from the city council president. The encampment would only serve people 18 and older.
Peace Village was formed in 2018. The legislation would authorize an agreement with City Roots Community Land Trust Inc. to operate at Peace Village. News10NBC reported back in May that Peace Village had platforms for 18 shelters, but those shelters remained in storage.
