ROCHESTER, N.Y. — A Rochester man is accused of stealing more than $810,000 from three school districts across the state, including two in Wayne County.
Zacchary E. Weber, 49, was charged with three counts of second-degree grand larceny on Wednesday, Sept. 2, by New York State Police following a year-long investigation.
Weber is the CEO and president of Health Economics Partners LLC, a company that administered medical and dental benefit accounts for organizations, including school districts.
The investigation began in September 2025 after the Sodus Central School District reported concerns involving funds administered by HEP. State police determined that money was allegedly transferred without authorization from accounts belonging to three school districts to accounts controlled by HEP.
A forensic audit conducted by the New York State Police Financial Crimes Unit found the three school districts sustained combined losses totaling $810,695.55. The Sodus Central School District lost $377,757.75, the North Rose-Wolcott Central School District lost $181,817.94 and the Bemus Point Central School District in Chautauqua County lost $251,119.86.
Weber was charged with two counts of second-degree grand larceny in Wayne County. He was taken to Wayne County Jail for arraignment. Then, he was charged with second-degree grand larceny in the town of Ellery in Chautauqua County. He was then taken to Chautauqua County for arraignment.
The investigation remains ongoing, according to NYSP.
Earlier this year, a court awarded $725,130 to the Sodus district and $195,612 to North Rose-Wolcott in default judgments against HEP and Weber.
