The Pakistan Cricket Board (PCB) seeks protection from the Islamabad High Court after the Pakistan Information Commission’s (PIC) order requiring the board to disclose the confidential data related to players' contracts, employees’ salaries, and financial details.
PCB, led by Mohsin Naqvi, who denies revealing the financial information to the public domain, has moved to the Islamabad High Court to put the commission’s directives in halt.
On August 4, news agency PTI reported that, under the Right of Access to Information Act, 2017, PIC issued an order to PCB to disclose its detailed annual budget for the financial years 2023-26 on July 9. The cricket board moved to the court to seek legal cover, citing that the detailed financial details of PCB would have a negative impact on the cricket board.
PIC, in the same order, also asked the Pakistan Cricket Board to show the details of the players and officials who travelled to this year's T20 World Cup, and the amount the board invested to upgrade the Iqbal Stadium in Faisalabad.
What does PCB say in response?
Naqvi-led board is not eager to disclose the sought details in the public domain as it could result in a breach of trust with the other parties involved with the cricket-related operations.
According to a DAWN report published on August 4, PCB wants relief from the order on the grounds of the Right of Access to Information Act, 2017, express exemptions protecting personal privacy, confidential contractual arrangements, commercially sensitive information and third-party interests under Section 16.
It is worth noting that, before Mohsin Naqvi arrived at PCB as the head of the board, there used to be detailed financial breakdowns on the cricket governing body’s official website. Since Naqvi came into power in 2024, the board has stopped providing any details on public domains, which has raised concerns.
In a petition filed through Advocate Kashif Ali Malik, demanded the details of the board’s annual budgets for the financial years 2023 to 2025, and the detailed breakdown of expenses, travel expenditure for the 2026 T20 World Cup, and details of the board’s audit report.
A separate petition raised concerns over the Pakistan national cricket team’s ODI series against South Africa held at Iqbal Stadium, Faisalabad, in November 2025. Iqbal Stadium was upgraded for the twelfth season of the Pakistan Super League (PSL) by the cricket board, without providing any financial details publicly.
Why does PCB not want to disclose the financial reports in the public domain?
Against PIC’s directives, the cricket board claimed that the board operates in a highly competitive area of the sector without receiving any funds from the federal government or the Consolidated Fund.
As a major part of the revenue depends on commercial interests, the cricket board is feared to lose ground significantly in the international market if its financial breakdown comes into the public domain. Therefore, PCB asks the court to provide them interim relief.
