The leaders of the UK, Ukraine, France and Germany have discussed the “urgent need” to ramp up production of defensive weapons and deep-strike capabilities after Russia fired more missiles at Ukraine, Downing Street said.
Prime Minister Keir Starmer hosted Ukrainian leader Volodymyr Zelensky along with French President Emmanuel Macron and German Chancellor Friedrich Merz at No 10 on Sunday evening for talks on the war.
The leaders called on Russian President Vladimir Putin to agree “an immediate and complete ceasefire” with the current line of contact as a starting point for any negotiations.
The Russian leader has stepped up his aerial campaign against Ukraine, with Moscow’s forces recently launching another of their powerful hypersonic Oreshnik ballistic missiles.

“Leaders commended President Zelensky’s call for an end to the war, negotiated by diplomatic means, as set out in his letter to the (Russian) president,” Sunday’s joint statement after the meeting said.
Zelensky said in a post on X that he told Starmer Ukraine needed more missiles for air defence systems, just days after he published an open letter to Putin proposing face-to-face talks about ending the war, now in its fifth year. Zelensky’s proposal was rebuffed.
Putin said the offer did not come across as sincere and he currently saw no point in meeting.
The meeting at Downing Street came just after Ukraine has recently been hit by some of the biggest Russian air raids since the start of the war in 2022, including on Kyiv.
“Russia is not winning on the battlefield, and our mid-range strikes and deep strikes are significantly limiting its ability to expand its aggression. But it is also extremely important to have protection against ballistic threats, with which the Russians are terrorising our cities and communities,” Zelensky said.

The European leaders and Zelensky set out the conditions that would need to be in place to secure a “just and lasting peace”, starting with an immediate and complete ceasefire.
They said the current line of contact should be the starting point, that Ukraine should have legally binding security guarantees, including the deployment of a multinational force, and that Russian assets would remain immobilised until Russia had compensated Ukraine for the damage caused by the war.
Finally, the four leaders said any European security interests must be safeguarded.
Starmer, in a post on X after the meeting, said Britain would stand with Ukraine as long as needed.
“Our support for Ukraine is ironclad,” Starmer wrote. “Ukraine’s security is Europe’s security.”

The meeting on Sunday evening came on the same day as a Russian drone strike damaged a storage centre for spent nuclear fuel nine miles from the damaged Chernobyl nuclear power plant.
The attack sparked a fire that was extinguished within an hour and radiation remains within safe levels, officials said.
And a large-scale Ukrainian drone attack targeted St Petersburg, Russia’s second-largest city, on Saturday, underscoring Kyiv’s growing ability to hit deep inside Russia.
“We will not just silently die. We will respond,” Mr Zelensky told Sky News on Sunday.
“We will be stronger and stronger each day.”
